Refugees and immigrants come to Colorado from many different countries from around the globe and with an array of talents, skills, backgrounds and life experiences. They share the common aspiration of finding safety, security and opportunities to establish themselves and their families in new communities. This three-hour training explores how we can assist refugees and immigrants in achieving not just legal status and economic self-sufficiency, but in becoming fully active participants in the social and civic life of their communities.

A refugee is defined as a person who, "owing to a well-founded fear of being persecuted for reasons of race, religion, nationality, membership in a particular social group, or political opinion, is outside the country of his nationality, and is unable to or, owing to such fear, is unwilling to avail himself of the protection of that country." This definition is from the Refugee Act of 1980, which takes its definition from the 1951 United Nations Convention relating to the Status of Refugees and from its 1967 protocol.

The workshop objectives are to educate and assist human service workers in:
  • Strengthening immigrant communities;
  • Promoting the value of diversity in Colorado;
  • Protecting the legal rights of all immigrants;
  • Advocating for fair and humane policies toward immigrants and refugees; and
  • Empowering immigrants and refugees, including the most vulnerable, on the path toward social adjustment.
Presenters

Paul Stein, Director, Division of Refugee Services, CDHS,
 currently serves as Director, Division of Refugee Services and State Refugee Coordinator for the Colorado Department of Human Services. Paul also serves as the national president of the State Coordinators of Refugee Resettlement (SCORR). Mr. Stein was appointed Executive Director for the Rocky Mountain Survivors Center (RMSC) in January 2000 which organization he led through February, 2005. Stein led RMSC to national preeminence as an innovative and effective torture treatment program assisting clients to build new futures in new American communities. 

Paul Stein founded and directed the Paul Stein Research and Documentation organization from 1990 to 2000. The organization provided advice and strategy to immigration attorneys nationally for affirmative and defensive asylum claims, prepared asylum specific country condition support and developed testimony of leading human rights and academic experts in support of affirmative and defensive asylum claims. Mr. Stein worked on over 1200 individual cases for documentation and over 300 individual cases for affidavits, a significant percentage of which included torture histories. Paul studied at Reed College in Portland Oregon, the Learning Community of Antioch College in Yellow Springs, Ohio and the Visual Studies Workshop in Rochester, New York.

Joe Wismann-Horther, Division of Refugee Services, CDHS, is CDHS' Integration Program Supervisor. He has an extensive background in adult education and training in diverse cultural settings. What intrigues him most is finding the common threads that bring people together in their efforts to improve their own lives, businesses and communities. Before joining CDHS, Joe served as Chief Operating Officer of the Spring Institute for Intercultural Learning. Prior to that he served as the Deputy Director of the United States Peace Corps in the Eastern Caribbean and a Senior Program Director for the Institute for Training and Development. Joe received a M.Ed. in International Education from the University of Massachusetts at Amherst.

Colorado Refugee Services Program (CRSP)
CRSP is a division of the Colorado Department of Human Services and funded by the U.S. Department of Health and Human Services' Office of Refugee Resettlement, under the
authority of the Refugee Act of 1980. Its goal is to ensure effective resettlement of officially designated refugees and to promote refugee self sufficiency. Refugees are federally defined as having legal status and a lawful presence in the state. The agency is committed to a holistic approach to refugee resettlement. Our services and programs support refugees and the larger receiving community working together to build the social capital necessary to both sustain a welcoming environment for refugees as well as a return on investment for the mainstream. Working with local partners, CRSP supported services include: ESL classes, job training, cash assistance, legal services, and health care.
