RTD RECEIVES UNSOLICITED PROPOSAL FOR NORTH METRO LINE
rendering of EMU train along 88th on North Metro Rail LineThe Regional Transportation District (RTD) has received a confidential unsolicited proposal for the
North Metro Rail Project, part of RTD's FasTracks program.

The proposal was submitted Friday, Feb. 22 by a team led by Graham Contracting Limited. RTD staff will conduct a comprehensive evaluation of the proposal consistent with the agency's Unsolicited Proposals Policy to see if the proposal has merit. If so, RTD will then pursue a competitive procurement process and release a Request for Proposals (RFP) for competing proposals, consistent with RTD's policy and previous announcement to release an RFP later this year.

In January, RTD announced it would release an RFP later this year to build North Metro up to 72nd by refinancing some of agency's debt, issuing new sales tax bonds and using available local funds. So, whether through RTD's initial plan or this unsolicited proposal process, RTD plans to release an RFP for the North Metro Line this year. For more information click here.

FASTRACKS FEATURED ON YOUTUBE AND LOCAL CHANNEL 8s
RTD's commitment to continue to find ways to get the whole FasTracks program done sooner rather than later is the focus of the 2012 annual FasTracks video. The video is now available on YouTube and on the FasTracks website. Titled, FasTracks 2012: An Inside Look, this year's video is an introspective look narrated by RTD General Manager Phil Washington on how the program is getting done through partnerships and innovation. The video is being distributed to local cities and counties for their Channel 8 programming. Feel free to send the link to those you think will be interested.

Additionally, FasTracks is featured in a 30-minute video program that airs on local public access Channel 8 stations every Thursday night at 8 p.m. through March. The program, which is part of Channel 8's "Metro Voices," started February 7 and includes two taped reports about FasTracks and two panel discussions comprised of elected officials and community leaders. It was produced by the Colorado Communications and Utility Alliance (formerly the Greater Metro Telecommunications Consortium) with assistance from the FasTracks Public Information Team. The program is also airing on Channel 8 stations in the Grand Junction and Durango areas. You can view it here or check local listings for showings in your area.

The groundbreaking ceremony will kick off construction along the I-225 rail corridor from Iliff northbound to Smith and Peoria. Kiewit Infrastructure Company will build out the full line. Construction has been underway from Nine Mile to Iliff since spring 2012 as part of a joint contract with Colorado Department of Transportation (CDOT).

The completed line will connect to the City of Aurora City Center and the Anschutz/Fitzsimons Medical Campus, plus it will provide regional connectivity between the Southeast Rail Line and the East Rail Line to Denver International Airport. CHUCK SISK—NEW RTD BOARD MEMBER SWORN IN FOR DISTRICT O
New RTD Director Chuck Sisk, District OAt a special RTD Board Meeting on February 5, Chuck Sisk was sworn in as RTD's newest Board member. The Boulder County Board of Commissioners appointed Sisk to fill the vacancy left by former Board Member John Tayer, who resigned after being named president and CEO of the Boulder Chamber of Commerce. Director Sisk will serve until the next election for District O which takes place in November 2014.

District O includes Boulder, Louisville, Superior, Lyons, Hygiene, Niwot and Gunbarrel, as well as parts of Longmont southwest of Mountain View Avenue and Hover Street.

Director Sisk served for eight years as mayor of Louisville and has served on a regional coalition of mayors and county commissioners promoting multi-modal transportation improvements for the U.S. Highway 36 corridor. He was also chair of the Metro Mayors Caucus in 2007. Director Sisk is currently a member of the 36 Commuting Solutions, a private and public advocacy group for multi-modal transportation solutions, and is a partner in Hurth, Sisk & Blakemore LLP, a Boulder-based law firm. He's also a former (20-year) college football referee in the Mountain West Athletic Conference.

HNTB TO LEAD NORTHWEST AREA MOBILITY STUDY
HNTB Corporation has been selected to lead the Northwest Area Mobility Study. The study will begin as soon as the contract is signed.

The purpose of the study is to develop consensus among RTD, CDOT and corridor stakeholders, including local jurisdictions, on cost-effective mobility improvements to serve the Northwest area. The analysis will include Northwest Rail, extending rail from the North Metro end-of-line from 162nd to Longmont and bus rapid transit. The goal is for the outcome of the study to provide RTD with a prioritized list of improvements which has the support of all study participants as well as some third-party funding options. HNTB will develop base year capital, operations and maintenance cost estimates, and conduct fatal flaw analyses of technical, financial and environmental issues related to the improvements. The study is expected to be completed by early 2014.
