We saw it too last week when going through Twin Lakes. My department back in Woodstock, GA used to do the same thing putting a mannequin in a car when I worked in the Police Department. It slows people down. It worked until we were told not to do it anymore because a lady complained to the Chief that "the rude officer would not even turn and acknowledge her when she was trying to ask for directions". Go figure.
