--The Colorado Senate this morning debated a bill, SB-123, which concerns HOV lane use. The fiscal note offers a more plain-English explanation of the bill.
The news flash for all motorcyclists is that both Democrats and Republicans agree (which is a rare thing in this most contentious election year) that motorcyclists should ride free in the HOV lanes as Federal law--23 U.S.C. SEC. 166(b)(2)—allows and the bill directs the Colorado Department of Transportation (CDOT) to allow.
The Senate Transportation Committee amended the introduced bill to include motorcyclists
The legislators said it was never their intention that motorcyclists be charged for using HOV lanes, and they intend to fix this.
Whether they actually can get this done is another matter because other provisions of this bill are contentious. It's a long, hard road to get a bill passed in Colorado when the Republicans control the Senate and the Democrats control the House.
