This is just a quick reminder to let you know that the results from the August 22 Red Rock Canyon Master Plan meeting have been posted on the City's website (www.springsgov.com/RRC).  Thanks to all of the presenters of new ideas and to everyone who attended for their thoughtful comments regarding  those ideas.

 

I also wanted to let you know that if you're looking for things to do this long Labor Day weekend, we have some interesting reading for you. The pre-draft sections 4 – 3m of the Master and Management Plan have been posted on the City's web site and are ready for your review. Please reserve time now to read them before our next meeting at 6:30 p.m. Wednesday, September 5 at the Westside Community Center, 1628 W. Bijou St.

 

As you'll recall, our goal is to increase meeting efficiency by providing you information ahead of time instead of taking time for in-depth presentations at the meetings. The meeting will focus on the following topics covered in the sections posted online:

-          Program areas

-          Interpretation and education

-          Design guidelines

-          Forest health management

-          Rules of use

-          Revenue and sponsorship

ZONING AND PLANNING COMMITTEE MINUTES – August 25, 2012

City Councilwoman Jeanne Robb informed the committee about a proposed text amendment to the Zoning Code that would eliminate the expiration date (November 1, 2012) for provisions that limit the growing of marijuana plants for use by medical marijuana patients in residential districts to no more than 6 plants for a resident patient and no more than 12 plants if there are 2 or more patients who  reside in the dwelling unit. In other words, if passed, this limitation would become permanent.

Michael Sizemore, the Director of Neighborhood Inspection Services, updated the committee about NIS activities. NIS, which has 22 inspectors, performed many more inspections this year than the year before (resulting from complaints and from proactive inspections). He presented statistics about the types of complaints and the numbers of complaints by City Council District. He indicated that the inspectors give one or two warnings to owners if they find violations before administrative fines are imposed and/or  the violations are abated by city contractors. There were 156 properties abated during the last year (such as weed-cutting or fencing of dangerous properties) if the owner failed to cure the violations, at a cost of approximately $40,000 to the city. The quickest way to file complaints is through 311.

Michael Sizemore and Councilwoman Robb also briefed the committee on upcoming proposals to strengthen the Vacant and Derelict Building Ordinance. Some of the provisions would tighten the registration process for absentee owners, centralize control of the ordinance into one department (Community Planning and Development) instead of several departments and require owners of vacant/derelict buildings to complete their remedial plans, instead of just filing plans. Committee members agreed that neighborhoods generally support strengthening the ordinance and reducing the ability of owners of vacant and derelict buildings to "game the system."

The committee discussed how Inter-Neighborhood Cooperation can best be involved in the ongoing discussions/controversies about the redevelopment of the 28-acre former campus of the University of Colorado Health Sciences Center at East 9th Avenue and Colorado Blvd., including the issue of Walmart as a tenant. The committee will send questionnaires to presidents of all registered neighborhood organizations in the vicinity of the campus to determine if and how the RNOs are doing their decision-making on the issue. INC will then consider if it will take its own position to convey to City Council, which is presently expected to vote in approximately November 2012 whether to authorize the Denver Urban Renewal Authority to allow tax-increment financing to enable the redevelopment of the entire site. Michael Henry indicated that part of the purpose of this exercise will be to encourage neighborhood groups to have informed and fair processes to take their positions, including information from all sides of the issue.

Barbara Stocklin-Steely, staff director of the Landmark Preservation Commission, Councilwoman Robb and John Olson of Historic Denver presented proposed amendments to the Landmark Preservation Ordinance. The amendments are to address concerns about 1) the applications for landmark designation resulting from the notification process since 2006 for applications for demolition or non-historic status; 2) applications by non-owners for landmark designation and 3) improving the general effectiveness of the landmark process. Several committee members expressed opposition to the proposal that the fee for a non-owner to file a landmark designation fee from $250 to $1000 would unfairly penalize persons or organizations in poorer neighborhoods who wish to protect historic/architectural landmarks.                                                   The proposed ordinance will have a public hearing at the Landmark Preservation Commission on September 18 at 1:00pm and probably at City Council's Land Use Transportation and Infrastructure Committee on September 16. The final vote at City Council will probably be held on November 5. Neighborhoods are reminded that City Council committees now allow public comment on issues of general public policy by those who sign up a few minutes before the committee meeting.

Committee Member Stephen Griffin, Ph.D., summarized his dissertation at the University of Denver, a study of the 2009-2011 Denver dog park master plan process. The study concluded that the Parks and Recreation Department "conducted the process in a manner that defeated the potential for meaningful input by the public and dissipated any public goodwill and commitment that would have offered strong support for the plan…the Department staff saw themselves as experts and, as such, see themselves as the best people to make a fact-based dispassionate decision on an issue. They believe that involving the public in the decision-making process just introduces politics and emotion, which is counter-productive to good decision-making." He indicated that this attitude of government "experts" making decisions in America has been typical in the last 100 years. Katie Fisher, co-chair of the INC Parks and Recreation committee commented that the new Manager of the Parks and Recreation Department has been much more committed to meaningful consideration of citizen ideas. This is a friendly reminder that the Sports Authority  Rock 'n' Roll Denver Marathon & 1/2 Marathon benefiting the Prostate Cancer Foundation is coming up on Saturday, September 22.  Informational door hangers will be distributed to residents, businesses and organizations along the route this week.  

Visit our website to view an interactive course map and download PDF versions of the course map and road closure times.  If you are affiliated with a community group or business along the route, please share this information with your members and/or employees.  

You're invited to get involved with this exciting event.  Spectators are encouraged to line the route to cheer tens of thousands of athletes towards the finish line.  Volunteers are still needed at the Expo and on Race Day.   Please sign up online

A Message from Councilwoman Kniech

What do you do when you have a really important policy issue with passionate advocates and critics on all sides clamoring for change, but no one has touched the issue for 10 years while the economy has changed, and you are limited in the approaches you can take to solve it?  Why, you make it your highest policy priority, of course.  Regular Big Picture readers might think I’m referring to de-brucing.  While building a sustainable financial future for Denver is my highest overall priority, and you can read an update on that below, the policy I’m referring to today is Inclusionary Housing. 
 
Inclusionary Housing is a policy to mitigate the loss of affordable housing opportunities when new development projects either directly replace affordable homes with more expensive versions, or indirectly drive up prices by increasing real estate values in a geographic area, making it too expensive for regular working families, like teachers or medical technicians.
 
More than a decade ago, Denver adopted an Inclusionary Housing Ordinance intended to ensure the availability of home ownership opportunities for Denver’s moderate income families.  While these families also need affordable rental housing options, court decisions have made that much harder to do in our law.  Denver’s ordinance has succeeded in creating some new affordable homes, helping many families buy their first place and live in stability, without having to move around if prices rise around them.  But it has also resulted in too high a rate of foreclosures, and has failed to create homes in some of the most expensive neighborhoods where we want to keep a mix of incomes, like downtown, where developers have paid a cash fee in lieu of building affordable units.  And the Ordinance doesn’t work as well as it could for the developers who partner with us to create the units. 
 
So, based on recommendations from Mayor Hancock’s Housing Task Force and other stakeholders and experts, I will be leading an effort to work with the administration on updating the Inclusionary Housing Ordinance.  The process will take 12-18 months and will include a set of short-term changes to help existing IHO homeowners and developers address un-sold homes, and a more comprehensive re-write to better calibrate the economic aspects of the ordinance to a changing housing market that should work better for both moderate income families and developers.  Stakeholders will have input along the way so stay tuned for updates...

The Bottom Line: Referendum 2A, City Revenue Restoration and Spending Plan to Appear on November Ballot 

On Monday, August 20th City Council PASSED Bill 12-0566, an Ordinance placing the following measure 2A on the November 6 ballot.  The measure will read: Without increasing any tax rate or adopting any new tax, and in order to pay for improvements to police, fire, streets, Denver Public Library, parks, after-school and summer programs for children and such services as specified in City Council Bill 12-566 and published on the city’s web-site, shall the City and County of Denver be authorized to collect, retain and spend all tax revenue derived from the city’s existing gross tax rates to the extent those revenues exceed the constitutional limitation on tax revenue, also known as TABOR, beginning in 2013, provided that in no event shall the city increase the maximum lawful property tax rate without prior voter approval as required by Section 20(4)(a) of Article X of the Colorado Constitution, and requiring specific annual reporting requirements by the Manager of Finance to the mayor, the city auditor and the city council on the disposition of these funds?

Larger Than the Sum of Our Parts: Mountain Parks Owned by Denver, Enjoyed by the Region and Beyond

Today as the Front Range and Metro Denver face increasing tensions between urban development and the open spaces that make Colorado great, we all benefit from a decision made by the people of Denver 100 years ago.  In 1910 Denver voters passed a property tax mill levy to acquire land to be preserved as Mountain Parks for residents of cities to enjoy within a short drive of Denver.  The result is more than 14,000 acres, including both the parks listed below, which were built for enjoyment, as well as many undeveloped peaks that are preserved as natural wilderness and part of our beautiful foothill landscape.  Although envisioned as an escape for Denver residents, today’s Mountain Parks are enjoyed by residents from across the region, as well as visitors, and in many cases are operated more efficiently through strong partnerships with neighbors like Jefferson County.   Unfortunately the mill levy that funded the parks expired in the 1950s, so we take care of all 14,000 acres for less than $1 million/year (including fire prevention and recreation management).  Master planning is underway to make sure these parks continue to be cared for and treasured for another 100 years.

Certifiably Green Denver
 
The City & County of Denver, Department of Environmental Health has joined the Downtown Denver Partnership in launching Certifiably Green Denver, a free, environmental assistance program to help businesses reduce costs and become more efficient by becoming more sustainable.  Certifiably Green Denver provides environmental certification programs for restaurants, auto repair facilities, and office and retail businesses.
To date, the program has:
•Diverted more than 1,200 tons of landfill waste through recycling or composting
•Saved 237,822 kilowatt hours of energy.
•Saved 470,000 gallons of water.

A Taste of Colorado

Voted Best Annual Festival in 2012 by Westword readers, A Taste of Colorado brought to you by the Downtown Denver Partnership, hosts more than 50 of Colorado’s favorite food establishments that will be selling a wide variety of food options.  Festivalgoers can also shop in more than 280 Marketplace booths for original arts and crafts, home and gift items, furniture, jewelry, imports, and more.  

Over the course of the four days, the Main Stage will feature 7 national acts, with others to be announced in the coming weeks.  There will be a continuous menu of music featuring rock, country, jazz, blues, and ethnic music and dance groups.  The four-day, free admission, food, music, and entertainment Festival will take place Labor Day weekend, Aug. 31 through Sept. 3, in Downtown Denver’s Civic Center Park.

Access to Free, Healthy Food for Kids this Summer 

When the school bell rings for summer, the last thing on a student’s mind is what they will eat during vacation.  But for many students across Denver, access to healthy, nutritious meals becomes limited in the summer months.

That’s why the city’s Mayor’s Office of Education and Children has teamed up with service providers throughout the city to offer free meals and snacks until August 24.  The program is free for kids under the age of 18 and there are no income or eligibility requirements.  To find a food site near you, visit here.
