Attached is a FACT SHEET for HB 13-1021 which was signed by the Governor on May 28, 2013.  This bill resulted from some hard work by members of the Truancy Committee of  Juvenile Task Force created by the Colorado Commission on Criminal and Juvenile Justice. A big thank you to Representative Rhonda Fields and Senator Hudak who championed this Bill through the legislative process. 
 
In a nutshell, this bill addresses the need for early identification of and services for students who are chronically absent, the need for a plan developed by a local community services group to address truancy with a goal to assist the child to remain in school, provisions which must be followed if a school initiates a court filing for truancy, limits to detention sentences for contempt of court findings arising out of truancy cases, permitting 16 year olds to sit for a GED if they are subject  to the jurisdiction of the juvenile court, and  ensuring juveniles in detention are offered educational services that are aligned with and designed to assist each juvenile in achieving the model content standards provided at each juvenile's identified grade level and in a time frame that aligns with hours consistent with school attendance requirements.
