Katie Griego and Sarah Marsh Leopold, both from Colorado Works, will lead an informal discussion about Colorado ReWorks, the set of Colorado Works/TANF program policy changes that went live July 1. The conversation will be a high-level overview of the goals, history, and main features of the policy changes.

Colorado ReWorks is a massive change to the Colorado Works program that will simplify/streamline eligibility determination and delivery of TANF benefits to eligible families. Colorado ReWorks will:
  1. better support our customers by providing more stable benefits and 
  2. reduce county work reestablishing households' eligibility every month, when the vast majority of cases report no change
The biggest change is a 6-month "Certification Period" for eligible families. As long as families continue to meet the eligibility criteria, they will receive benefits every month for those six months. Other components to the change will freeze the grant amount over
those months in many cases, only increasing as needed and not decreasing (with some exceptions).

Anticipated benefits for families include greater economic stability, mitigation of the cliff effect, less confusing program requirements, consistency and alignment of reporting and other requirements across public assistance programs, and elimination of time spent completing and submitting unnecessary paperwork. For county workers, the changes will reduce data entry and other work that doesn't add value, improve program accuracy, reduce errors, streamline training opportunities, and lessen confusion regarding program rules and nuances.

Overall, Colorado ReWorks is an important change in streamlining eligibility and supporting our customers to focus on employment outcomes, ultimately resulting in far greater benefits to families, communities, and you. For now, it's onward and upward.

Presenters: 

Sarah Marsh Leopold manages the Colorado Works Division's Policy, Planning, Research & Evaluation Section within the Colorado Department of Human Services. The section coordinates policy development, manages the TANF budget, and leads the Division's research and evaluation efforts. Prior to joining Colorado Works, Sarah was the administrator for the National Poverty Center housed at the University of Michigan's Ford School. As a research associate with the Michigan Program on Poverty & Social Welfare Policy, she worked on the Women's Employment Study and focused on evaluation of welfare reform and social services delivery implementation. Sarah earned her Master's degree at the University of Michigan and holds a BA from Lafayette College.

Katie Griego is a graduate from Midland University with a Business degree. She joined the Colorado Works team in 2008 as a Policy Specialist and now supervises the Policy Unit responsible for managing and implementing regulations and other program policy innovations. Katie works collaboratively with other state program area staff and county staff serving as the subject matter expert for Colorado Works/TANF policy and procedures. Katie has a background in Child Welfare, working with at-risk youth and developing youth programs for Children Youth and Family Services in Dodge County, Nebraska. In this position she created a Youth Leadership Program and a Life Skills Program. She also worked with Jefferson County Department of Human Services as a Workforce Specialist with an at-risk youth population where she developed a program for truant youth. In Arapahoe County, Katie was a Workforce Specialist with Arapahoe/Douglas Works! with both the Colorado Works and Employment First Programs.
