In a way, the CR survey is similar to the instant polls that you see on the Web sites of newspapers and television stations.If you want to be methodologically rigorous, you would need a scientific random survey with an adequate sample size to reduce the margin of error to an acceptable level of (a) all owners and (b) all dealers/service shops, whether franchised or independent. And somehow you would need to adjust the results for the fact that an owner and a dealer/service shop may have differing views of a problem with a bike. You also would have to break the issues down into the specifics: mileage, year, model, engine, transmission, electrical, etc. Only then would you would be approaching a truer picture of reliability.
