He specializes in incorporating gender and other protection considerations into humanitarian and development programs, including in conflict and post-conflict settings. He has worked extensively in Latin America and the Caribbean with the U.N. High Commissioner for Refugees, during which he focused on creating and implementing innovative systems to maximize the identification and resolution of special protection problems. His research has included such issues as human rights abuses in Uganda, sexual violence in the contemporary armed conflict in Colombia, and humanitarian system capacity building in Latin America, Africa, and Southeast Asia.Pilar Robledo is an international development, emergency and humanitarian professional. She spent the past six years working for the United Nations High Commissioner for Refugees (UNHCR) in Pakistan. She has managed census-like surveys, has worked as an information manager and on large-scale registration projects for refugees and returnees. She has also drafted education policies, managed exchange programs, refugee and emergency education programs in Central and South Asia where she has worked with the Save the Children, the International Rescue Committee and the International Research and Exchanges Board for 17 years.
