2013 JUSTICE ASSISTANCE GRANT (JAG) PROGRAM
offered through the Office of Adult and Juvenile Justice Assistance(OAJJA)PROJECT Application deadline:thursday, February 28, 2013Purpose of the Funds
The goal for the 2013 Colorado Justice Assistance Grant (JAG) Program as established by the Governor-appointed JAG Board is to support implementation of programs that prevent or reduce crime, delinquency, and recidivism; and that improve outcomes for those affected by crime, using innovative, multidisciplinary evidence-based, best, or promising practices.Applicants who are applying for continuation funds or expecting to apply for continuation funding in future years (up to 48 months) for the same project will be expected to apply each year and reduce their requested funding by 10% for each subsequent year.Amount available
It is unknown how much will be available due to delays in finalizing the federal budget. It is anticipated that approximately $2.6 million will be available for 2013 subgrant applications.Award periodOctober 1, 2013 to September 30, 2014Match/Other Budget Considerations
Although match is not a requirement with this funding, the JAG Board is highly encouraging all applicants to show a commitment from either state or local governments, a portion of a direct JAG award from BJA (for eligible jurisdictions), or other partner agencies through other funding committed to this project. This additional funding will need to be identified and documented in the application.Eligibility
Units of government at the municipal, county and state level, including special districts may apply to the Office of Adult and Juvenile Justice Assistance, Division of Criminal Justice, for a JAG grant. The JAG program strongly encourages partnerships, so applications may support projects involving combined teams of agencies at all levels and including non-profit organizations. However, non-profit organizations cannot apply directly for JAG funding*. Non-profit organizations may participate as a team member, with the government agency assuming overall responsibility and leadership for a project.*The JAG Board finds that to prevent fragmentation of law enforcement it will accept limited grant applications from non-profit organizations representing statewide associations of local law enforcement. These non-profits must include in their applications how the grant will benefit statewide priorities adopted annually by the Board.Purpose Areas - Exclusions and Limitations
JAG funds can be used for state and local initiatives, technical assistance, training, personnel, equipment, supplies, contractual support, and information systems for criminal justice for any one or more of the following program areas:
- Corrections and community corrections programs
- Crime victim and witness programs (other than compensation)
- Drug treatment and enforcement programs
- Law enforcement programs
- Planning, evaluation, and technology improvement programs
- Prevention and education programs
- Prosecution, court and indigent defense programs
Exclusions: No JAG funding will be permitted for the following items/areas:
- Electronic Immobilization Devices (EID)
- In-Car Video Systems
- Law Enforcement Officer training (including all associated costs, i.e. travel, hotel, registration fees)
- Drug Court Programs
- Vehicles (other than Patrol Cars), Vessels or aircraft
- Real estate
- Construction projects, other than penal or correctional institutions
- Multi-Jurisdictional Drug Task Force activities
- Programs that are proven not effective such as Drug Abuse Resistance Education (DARE) or subject any juveniles under public authority to have contact with adult offenders (Scared Straight).
- No gift cards or incentives
- Food and beverages – contact DCJ for further clarification
Limitations: Due to the wide range of prices and limited funds, the JAG Board has set limitations/funding caps on the following:\
- Warranties are limited to one year unless included in a bundle package
- Computers (includes both laptops and desktops) – maximum federal funds applicant can request is $1,500 per unit (this does not include Mobile Data Terminals or MDTs)
- Patrol Vehicles – maximum federal funds applicant can request is $10,000 each
- LiveScans – applications are limited to those from counties that do not at least have one and for municipalities that can demonstrate a compelling need. Requests are limited to funding for equipment; all service and maintenance agreements must be paid with local or other funds. Such funding must be identified under additional project funding in the Budget section of the application.
Local Law Enforcement Grant (LLEG) Program – There will be no 2013 LLEG Funding cycle. LLEG applicants are encouraged to apply during this open JAG funding opportunity.How to Apply
The 2013 JAG Application, instructions, and supporting documentation can be obtained through Colorado’s on-line application system, COGMS, located at http://dcj.state.co.us/oajja/AAFs/Funding%20Announcements.html and https://g3.state.co.us/grantium/frontOffice.jsf. PLEASE NOTE: You will not be able to submit your application until your Applicant Profile has been validated by the state. As indicated on the COGMS cover page, this validation process takes 3 to 5 days; you must submit your Applicant Profile no later than February 25th, 5:00 pm. You can continue to work on your application while validation is in process. Once your Applicant Profile has been validated you will be able to submit your project application, which is due no later than February 28th midnight. Please periodically check COGMS to see if your applicant profile has been validated.
