Held Turano definitely has the access/exit for cabling Nav systems, etc., as well as a built in compartment for phone, Nav system. We gave away one at Triumphs in Taos, looked like a nice bag.
If you are looking for something *really* small the Saddleman GPS tank bag holds only a GPS, but I am not sure about cabling.

--Can anyone recommend a low-profile tank bag, preferably a magnetic one, that has a see through compartment for holding a GPS, along with a hole for cabling in? I don't need anything that big/tall, just something fairly thin that I can see my GPS while biking.THanks.
