I have made a few trips to Rocky Point (Puerto Penasco) Mexico. Slept in a tent on the beach with no issues. The last time i made the trip was 2007, so the political/criminal climate was a bit different but you would hear of the occasional highway holdup. Check the state department website for any travel advisories.
Mexican insurance is required and available for purchase on the US side of the border or you can prepurchase the insurance on the web and print the docs before you leave home.
