It really depends on your budget. If you are just going for the best luggage you can find, there are several options (Jesse luggage comes to mind, but you will pay for them).
I have some Givi e21s on my V-Strom and they are fine for me. A little small though. I think if I had looked into it a little more, I would have gone the route of adapting Pelican cases to luggage (http://www.twistedthrottle.com/quick-release-mounting-kit-for-3-cases-topcase-sidecase-setup). This is more expensive than the Givi setup I got, but not nearly what you would pay for the shiny aluminum cases.
An even more interesting alternative is to adapt some large ammo boxes. Darren has these on his Tiger, and I'm sure this is also a more budget friendly alternative to the various adventure luggage out there.

Subject: [emrat:7607] Panniers for Tiger?
Hello gang,
I'm shopping for luggage for the Tiger 800 and I know there are several of you out there who already have gone through this exercise. What did you decide on and why? I probably won't ever test this equipment on the road to Zanzibar, but I do want something that's reliable, waterproof and easy to live with. Even if you're not a Tiger rider, if you've shopped hard side luggage, I'd be grateful for your insights.
Thanks,
Brian W
