The Consolidated Plan is a report required by the U.S. Department of Housing and Urban Development for the City to receive housing and community development federal funding. The plan combines four program areas: Community Development Block Grant Program, HOME Investment Partnership Program, Emergency Shelter Grant Program, and the Housing Opportunities for Persons With AIDS Program.

Denver’s Consolidated Plan has funded homeownership and rental assistance programs, construction of community centers, sidewalk and alley improvements, economic development programs and programs that assist people with special needs including the elderly, homeless populations, individuals with disabilities and those with HIV/AIDS. Projects must generally benefit low- and moderate-income individuals.
