I agree that 16k is on the high side for a 5 year old bike, but in terms of longevity, it's not like you're going to wear the bike out.  For reference, I put about 18,000 miles on my Scrambler in the 5 years I owned it but for at least the first couple of years, I rode a LOT. 

Buying from a dealer definitely has it's pros and cons.  You will always pay more when going through a dealer and it always galls me that they stick on an additional charge above the price for "handling."  On the other hand, an established dealer like Foothills has a reputation to protect so if you have any issues they're much more likely to work with you to resolve them vs. a private seller who's got zero interest in even talking to you once he's got your money and signed over the title. 

I bought my Scrambler from Foothills and I think they are an excellent dealership.  Make sure the 12,000 mile valve adjustment was done.  I can also confirm that these bikes seem to go through rear brake pads quickly (oddly enough, so did my '01 Thunderbird.) 

Other than that, it's hard to go wrong with a classic Triumph.  The engine is rock solid and pretty simple, and there's not a lot that can go wrong with them. 

Just remember that if you get it, you'll have to plan a little more time at every gas stop because you can expect people to come up to you and say "Is that a Real Triumph?" "Did you restore that?"  "What year is that?"  This will normally be followed by some sort of reminiscence like "I had a Triumph back in..." or "My dad had a Triumph back in ...."

B onnevilles aren't typically high mileage bikes. I would say in the life of the bike, that isn't high; but probably is higher than what you would find on most '09 Bonnevilles. Keep in your consideration the Foothills extra handling fee. Also that sadly, the 09 is fuel injected.

Definately check the service records.The only problems are aware of are leaky valve cover gaskets and also get the rear break pads checked, because thrse tend to wear out rapidly, otherwise that 865 motor is very robust.

If time permits, do an internet search, because l think there is a forum on this bike.
