Well, I'll relate what I learned one day when I stopped to talk to a Denver policeman who was ticketing bikes on the sidewalk next to where I work, which is at 16th and Broadway, the Colorado State Bank Bldg.
He said that only the 49cc scooters can park on the sidewalk in Denver because they are considered motorized bicycles. They do not require a regular Colorado license plate/vehicle registration. The operator is not required to have insurance nor a motorcycle endorsement on the driver's license. The State of Colorado issues a little sticker that scooter owners can put on their scooters, but I don't know if this is voluntary or required.
Anything larger than 49 cc requires all of the above. The officer said that owners of larger scooters often modify them and try to pass them off as 49cc scooters, but he was on to all of their tricks.
The message was clear to me after talking to him: in Denver, if you have two wheels and a license plate, don't park on the sidewalk!

From what I have been told by the DPD is, that sidewalk parking is up to the owner of the establishment it's in front of. As long as it does not actually block the flow of the sidewalk of course or block fire hydrnts etc.
